Angel was born in Paterson NJ and raised in the beautiful island of Puerto Rico. At a very young age he gained a passion for sports which led him to receive a baseball scholarship from Lindsey Wilson college in Columbia KY. He was raised by his grandmother Cecilia, which he considers his biggest inspiration because she taught him the importance of putting God first in every area of his life. With his grandmother’s upbringing which included attending church, he realized that God was calling him to a higher purpose which was and still is to help the younger generation. The call to help children together with the passion for sports opened a door for him to become an Athletic Manager at the Villa Rica Rec Dept, where he has been working for over 2 years.
Angel has been married to his wife Johanna close to 20 years. Has a son named Nathan and a daughter named Maylee which she is heavily involved in rec sports.

i have spent my entire career in the public parks and recreation field. In January 1990 I began work with the city of Montgomery, Al. Parks and Recreation Department as a field crew supervisor. One year later I was promoted to the Stadium Manager of Paterson Field and Cramton Bowl; the city's largest two athletic facilities. In October 1994 I accepted the position of Assistant Director for what was then known as the Americus - Sumter County Parks and Recreation Department. In July of 2008 I accepted the position of Executive Director of the Sumter County Parks and Recreation Department - the same position that I occupy today.
My Educational background includes a Bachelor of Business Administration Degree as well as a Master of Public Administration Degree. In addition, I hold the National Credential of Certified Youth Sports Administrator and I am a graduate of Leadership GRPA 1 & 2 as well as a graduate of the George Harris Executive Management Institute through the University of Georgia's Carl Vinson Instittute of Government. Over my 31 year career in Georgia and being a member of GRPA I have held numerous positions on both the District and State levels. My one year term as the state athletic chairman and serving one year as the GRPA President are two honors that mean a great deal to me.
I have been married to my wife Tammie since August 1993. We have two adult, married daughters; Lexie Wall (Jarrod) and Ashleigh Ginn (Aaron). We currently have three beautiful granddaughters; Brynlee, Karson and Blakelee. In addition to my work in the Parks and Recreation field I have also spent over 30 years in radio as a play by play announcer and public address announcer. I presently host a weekly podcast on social media; The Integrity Sports Podcast.

With a career in recreation spanning over two decades, I am currently serving as the Recreation Coordinator for the City of Brunswick Parks and Recreation. I began my journey in aquatics in 1999, and in 2005, I transitioned into a leadership role as an Aquatics Instructor with the American Red Cross. Throughout my career, I have held various roles, including Senior Program Director at the Golden Isles YMCA and Aquatics and Sports Coordinator at both McIntosh and the Golden Isles YMCA. In these positions, I led a variety of programs, including sports leagues, aquatics, fitness, and customer service.
Prior to my time at the YMCA, I worked as the Aquatic Coordinator for Glynn County, where I managed two beaches and two swimming pools. I also played an instrumental role in the planning and development of the Neptune Park Fun Zone, helping to open a new pool and recreational area that became a key community resource.
I am committed to professional development, holding certifications as an American Red Cross Lifeguard Instructor Trainer, Water Safety Instructor Trainer, and Certified Pool Operator. Throughout my career, I’ve had the privilege of organizing community events such as Healthy Kids Days and contributing to facility remodels, renovations, and day-to-day operations to enhance local recreational offerings.
In addition to my professional work, I host a podcast focused on water safety and have authored several children’s books on water safety, aimed at both children and parents. My passion lies in fostering safe, enjoyable recreational spaces and promoting water safety education in our community.

With over 16 years of experience in the parks and recreation field, I have dedicated my career to enhancing community well-being through innovative program development, effective team leadership, and strong community engagement. Currently, I serve as the Deputy Director for the City of Tucker Parks and Recreation Department, where I oversee diverse recreational initiatives that enrich the lives of Tucker’s residents.
My journey began as a Recreation Specialist with Glynn County Recreation and Parks, where I built a solid foundation in community-focused program development. During my four years there, I developed skills in organizing engaging programs and fostering connections that have stayed with me throughout my career. Seeking new challenges, I moved to Metro Atlanta and served as the Aquatics Coordinator for the City of Forest Park. In this role, I managed aquatic operations, further expanding my expertise in public service and ensuring safe, high-quality experiences for all.
Joining the City of Decatur marked a turning point in my career, allowing me to take on increasing responsibility. Initially, as the Adult & Senior Program Supervisor, I focused on programs that made a meaningful impact on the lives of seniors and adults in the community. Promoted to Assistant Director, I led various initiatives and operational strategies, ensuring the successful delivery of services to Decatur residents. My commitment to Decatur’s vision of a connected, active, and inclusive community fueled my engagement on various committees and initiatives to support this goal.
Beyond my local work, I am actively involved with the Georgia Recreation and Parks Association (GRPA), where I have served as the Recreation Programming Network Chair and on the Board of Trustees. I also serve on the board of the Leisure Careers Foundation and am particularly proud to have founded the GRPA Women’s Leadership Summit—a platform dedicated to empowering women in the parks and recreation field.
My extensive experience, community-driven approach, and passion for impactful recreation services drive me in my role as the Parks & Recreation Deputy Director for the City of Tucker. I am honored to shape the future of Tucker’s parks and recreation services, building stronger community connections and enhancing the quality of life for residents through well-designed, accessible, and innovative programs.

I get the most satisfaction from park renovations or new construction projects that benefit the community, especially seeing the project come full circle.
