Deputy Administrator, Aquatics
JOB SUMMARY
The purpose of this position is to plan, manage, and direct the operations of the Aquatics Division for the Parks and Recreation Department, enforce all rules and regulations associated with the Aquatics Center and Water Park and hold responsibility for managing all aspects of the procurement and budget processes and positions. The work is reviewed by the Director of Parks and Recreation.
ESSENTIAL JOB FUNCTIONS
Manages all Aquatics Center and Water Park activities and events; maintains reference materials relating to various aspects of national and/or state standards; ensures that all lifeguards have the proper certifications needed.
Supervises, directs, and evaluates assigned staff; addresses employee concerns and problems; counsels, recommends disciplinary action, and completes employee performance appraisals; interviews and recommends applicants; trains and instructs staff in technical procedures; directs changes in work procedures; recommends changes in departmental policies.
Sets and oversees collections and accounting of fees and charges for aquatic programs and certifications.
Develops and manages a comprehensive staff training program to educate and enhance service delivery to the participants and facilitators of aquatic programming; interviews, selects, and schedules instructors/volunteers for planned events and activities; provides training, guidance, and direction; and plans and implements recognition and appreciation for staff and volunteers.
Plans and supervises comprehensive programs; develops goals and objectives; schedules and directs events; promotes the well-being of Henry County youth and adults; promotes availability of aquatics in the County; maintains a cooperative planning and working relationship with community groups and state agencies; meets with community groups to establish needs; assists the Director in departmental planning to meet community needs; serves as liaison with outside groups, governmental agents, and community organizations; conducts public relations; develops sponsorships.
Establishes and maintains required reports; prepares reports on departmental services; manages and prepares documentation relating to contractual services provided to govern and enhance service delivery to include High School Swim Teams, USA Swimming Teams, Contractual Professional Services, Concession Operations and other Aquatic related services.
Inspects equipment and facilities for security and safety.
Develops and manages a Code of Ethics and Manual of Expected Behavior for all participants in County aquatics programs.
Conducts meetings with vendors for supplies; conducts and attends manager and staff meetings; attends meetings with other metro agencies to stay up to date on programs; meets with Henry County Board of Education representatives; attends meetings with Georgia Recreation and Parks Association.
Manages all fiscal and procurement activities in the Aquatics Division; consults with Director on capital improvements; recommends the purchase of material and supplies; recommends the purchase of equipment; prepares budget materials for the Aquatics Division; maintains effective cost tracking system; prepares grant applications as appropriate; researches and conducts studies identifying additional funding.
Ensures appropriate medical supplies are well stocked at Aquatics facilities; ensures appropriate medical and/or emergency care staff are present in the event a participant becomes ill or is injured.
Communicates with managers and directors of other divisions and departments.
Performs other related duties as assigned.
QUALIFICATIONS
Education and Experience:
Requires a bachelor’s degree in public Recreation Management or Administration or related field, and five (5) years of related experience in the aquatics field including managing public competitive, instruction pools and water park/leisure pools. Equivalent combination of education and experience will be considered.
Licenses or Certifications:
Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO) Certification
CPR/First Aid/AED Certification
Lifeguard Instructor and/or Water Safety Instructor Certification (Instructor Trainer in both Certifications Preferred)
Must possess and maintain a valid Georgia driver’s license.

- Knowledge of local government operations, parks and recreation related programs, policies and plans, and modern office practices and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.

PHYSICAL DEMANDS
The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move object. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.
