Deputy Director of Leisure Services
GENERAL STATEMENT OF JOB The Deputy Director of Leisure Services assists the department director in strategic planning, organizing, and managing a comprehensive program of public recreation, leisure, events, programs, sports and public services. This role involves oversight of daily operations, supervision of staff, development and implementation of departmental goals, data collection, budget management, grant and funding source management, evaluation of service delivery, project management and facilitation of policies. Work involves administering, evaluating, and supervising a comprehensive public leisure services plan, and ensuring the delivery of broad-based community services.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS ALL FUNCTIONS MAY NOT BE PERFORMED BY ALL INCUMBENTS
Creates a high-performance work culture by demonstrating behavior consistent with the vision, mission, and values of Spalding County and the Leisure Services Department.
Implements, and evaluates comprehensive short and long-term goals and objectives to ensure the effective delivery of quality services to the public through daily operations.
Develops strategic plan objectives and measurables.
Guides staff through goal achievement.
Coordinates national accreditation efforts to align operations with national parks and recreation standards.
Directs the supervision, coordination, and planning of leisure services programs, communitybased events and services.
Provides responsive and timely feedback on status and progress of work activities, department, and county goals to staff and Director.
Performs supervisory duties including training, assigning, reviewing and planning work, developing and maintaining standards, allocating personnel, acting on employee problems, selecting new employees, evaluating employee performance, and recommending disciplinary actions, and terminations.
Addresses the public, and community groups to provide information about the department’s program services as directed.

Coordinates evaluation processes to ensure program outcomes are paired with program goals including key performance indicators, staff evaluations, and customer service evaluations.
Evaluates and assesses community needs for leisure services and implements plans to meet those needs through development of project management plans, department policies and procedures, short term and long-range planning, budgeting and capital improvements etc.
Manages facility use agreements and department contracts.
Evaluates, reviews, updates manuals, policies and procedures annually and ensures changes are communicated to staff.
Ensures adherence to county procurement and record retention policies.
Works with Director in preparation of annual budget.
Monitors, and manages budgetary expenditures to ensure efficiency and effectiveness of operations.
Monitors expenditures.
Prepares, administers, and monitors grants and other funding sources as directed.
Collects and maintains applicable data and reports.
Works with Director and Managers to strategically plan operations and services, including business plans and cost recovery analysis. Establishes procedures to monitor effectiveness and cost efficiency of program services.
Reviews Fee Schedule annually.
Evaluates data, prepares and presents reports as necessary.
Attends Board of Commissioners and Advisory Commission meetings as needed.
Assists with design and development of new park facilities, including preparation of bid documents.
Oversees coordination, planning, and management of Comprehensive Master Plan projects for the development of recreation programs as directed.
Oversees public relations branding, photos/releases, dissemination of marketing materials, composition, editing publications, reports, fliers and press releases. Monitors social media accounts. Addresses the public, and community groups providing information regarding department’s program services as directed.
Assists with operation, maintenance and staff training of the department’s information technology systems; assists with coordination of computer functions and software programs.
Directs safety measures and drills at all programmatic sites. Attends Emergency Management meetings and training. Engages with Spalding County’s emergency responses.
Performs purchasing duties for departmental equipment and materials; writes RFP’s, RFQ’s and contracts. Prepares MOU’s and MOA’s and follows policy regarding approvals.
Maintains necessary reports and records of department operations such as invoices, time and attendance, purchase orders, revenues, program participation etc.
Represents the division on committees as assigned and represents the county at various meetings and conferences.
Ensures all staff members demonstrate knowledge of all applicable laws, regulations, accreditations, examinations, and audit procedures that impact programming.

MINIMUM TRAINING AND QUALIFICATIONS
Bachelor’s degree in Recreation Administration, Parks Management, Public Administration, or closely related field; supplemented by four (4) years of progressively responsible experience in the direction and administration of parks and recreation programs, to include staff supervision and public interaction; or any equivalent combination of education, specialized training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must be able to complete training to supervise minimum-security inmates.
Must possess and maintain a valid Georgia Drivers License.
(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS PHYSICAL REQUIREMENTS:
Must be physically able to operate a variety of recreation and automated office machines which includes computer, printer, facsimile machine, binding machine, transcriber, etc.
Must be able to use body members to work, move or carry objects or materials.
Must be able to exert up to twenty pounds of force occasionally, and/or up to ten pounds force frequently.
Physical demand requirements are at levels of those for sedentary work.
Must be able to lift and/or carry weights of twenty to forty pounds.
INTERPERSONAL COMMUNICATION:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to co-workers or assistants.
LANGUAGE ABILITY:
Requires ability to read a variety of informational documentation, directions, instructions, and methods and procedures.
Requires the ability to write reports and essays with proper format, punctuation, spelling and grammar, using all parts of speech.
Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

Requires the ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

Requires the ability to inspect items for proper length, width, and shape, visually with office equipment and recording devices.

Requires the ability to coordinate hands and eyes in using automated office equipment; and to operate motor vehicles.
MANUAL DEXTERITY:
Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc.
Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities.
Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION:
Requires the ability to differentiate colors and shades of color.
INTERPERSONAL TEMPERAMENT:
Requires the ability to deal with people beyond giving and receiving instructions.

KNOWLEDGE OF JOB
Has thorough knowledge of the policies, procedures, and activities of the Leisure Services Department. Is knowledgeable in the principles of management, administration, organization and supervision as required in the completion of daily tasks. Has knowledge of theories and techniques of delivery of recreation services to a variety of populations. Is thoroughly knowledgeable in the development, planning, and organization of community activities and recreational requirements. Is able to develop and administer plans and activities as required to maintain safe and effective activities. Is capable of coordinating several activities simultaneously and managing smooth operation of each activity. Is able to develop policy and procedures for the effectiveness of departmental operations. Is able to develop and administer long-term goals for the department as necessary in the promotion of effectiveness and efficiency. Is knowledgeable in planning and formulating departmental budgets as necessary and monitoring related expenditures. Has the ability to direct and maintain the functions of the department through the utilization of appropriate administrative principles. Is knowledgeable of training methods and has the ability to instruct others through explanation, demonstration, and supervised practice. Is able to effectively communicate and interact with subordinates, supervisors, members of the general public, and all other groups involved in the activities of the department. Has the verbal ability to make effective presentations. Is able to complete, process and maintain a variety of records and reports that are required in the performance of daily operations. Has the ability to share the responsibility of remaining on call 24 hours a day with various other County employees. Has thorough knowledge of the responsibilities of individuals directly supervised to ensure accurate and efficient completion of assignments. Is able to use independent judgment and discretion in supervising the department including such areas as handling difficult situations, setting department priorities, making recommendations, handling complaints and/or inquiries from the public, etc.
