Director, Parks and Recreation

This position is responsible for professional and administrative work in planning, organizing, and directing the Parks and Recreation Department. This is a highly responsible professional position that includes administrative and managerial work, planning, organizing, and directing the activities of the Parks and Recreation Department. The Director of Parks and Recreation plans, promotes, organizes, and administers public recreation service for the community, under policies established by the Board of Commissioners. This position shall be appointed by the Chairperson with the consent of the Board of Commissioners. 

Essential Functions

Oversees the budget and operational management of multiple divisions contained within the Department

-Divisions Include Recreation, Parks, Costley Mill, Tennis Center, and Senior Services.

Responsible for oversight of the County's public parks and Parks & Recreation Master Plan implementation,

Parks and recreation directors oversee the budget and operations of the parks and recreation department. Plans, develops, supervises, and directs comprehensive county-wide recreation programs.

Oversees the development and operation of park and recreation facilities, ensuring appropriate staffing levels for the anticipated usage of facilities.

Develops short- and long-term department goals; prepares policies and procedures. 

Responds to Internal and external customer service issues, comments, or complaints.

Represents the department at various county, district, and state meetings; makes presentations to civic groups, special interest groups, and the Board of Commissioners.

Facilitates meetings with Recreation groups, youth associations, volunteers, adjoining municipalities, the Board of Education, and other county personnel.

Plans, develops, and manages department budgets, monitors department and division purchase and financial expenses, and obligations.

Identifies funding sources and submits necessary applications to secure moneys; plans and develops specifications for department projects and purchases.

Communicates the Parks and Recreation mission, goals and objectives and expected code of conduct to all staff and participants.

Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and activities; identifies resource needs; participates in meetings.

Prepares department records and reports.

Additional Duties:

An employee in this classification may be expected to perform any related duties as required by

proper authority.


Knowledge, Skills, and Abilities

Knowledge of the principles and practices of public works and parks and recreation management, operations, and planning, and advanced knowledge of all federal, state, and local regulatory requirements applicable to parks and recreation.

Advanced knowledge of the funding process in a municipal environment as related to budgeting, budgetary practices, cost accounting, financial planning, and management.

Advanced knowledge of a wide variety of recreation and senior activities.

Advanced knowledge of the principles, practices and procedures of management, supervision, organization, and administration.

Ability to organize and direct subordinates and to exercise mature and good judgment in evaluating and rendering decisions in pressure-type situations.

Ability to establish and maintain effective working relationships with the general public, co-workers, and elected and appointed officials and to communicate effectively both orally and in writing.

Knowledge of computers and job-related software programs. Knowledge of financial accounting and budgetary procedures. Knowledge of athletic park and field maintenance.

Ability to interpret and apply rules, regulations, policies, procedures and ordinances to ensure compliance.

Ability to maintain multiple, complex projects as required. Ability to perform duties that require manual dexterity.

Skill in the development of operating policies and procedures. Skill in the development and management of annual budgets. Skill in public and interpersonal relations.

Skill in oral and written communication.

 

Working Conditions

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects and climbs ladders. Work may also be performed in an office or outdoors. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, and occasional cold or inclement weather.

Minimum Qualifications

 

  1. Bachelor's degree in Recreation and Parks Management, Public or Business Administration or a related field AND
  1. Ten (10) years of progressively responsible recreation and parks maintenance or closely related experience, with five (5) years in a supervisory capacity.
  1. OR a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
  1. Valid State of Georgia driver's license

Preferred Qualifications

  1. Master's degree in Recreation and Parks Management, Public or Business Administration or a related field.
  1. Certified Parks and Recreation Professional certificate.
