Purpose of Job

The purpose of this job is to conduct various types of analytical and financial duties of the Leisure Services Department.  Analyzes management and department data, procedures, operating systems, and financial policies and procedures in order to identify any redundancies and assess efficiencies; develops, tracks, and updates performance and tasks measures; manages software programs for registration and fiscal operations; handles daily reconciliations of facilities and counts then deposits cash, checks, etc.; conducts financial reviews of departments and cost of services analyses of services and programs; prepares and monitors annual operating budget and assists with capital budgets; manages all revenue streams to include fees and charges, grants, and donations; assists with strategic planning; and performs additional tasks as assigned.

Job Related Requirements 

Work Schedule: Monday - Friday, 8:00 am to 5:00 pm. Occasional evenings and weekends as needed for special event support.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others. 

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor's degree in Public/Business Administration, Accounting, Management, Finance, or a related discipline required, with three years of management analysis, auditing, budgeting, accounting or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.  

Must have or obtain within twelve (12) months of hire FEMA’s NIMS 100, 200, 700 and 800 level training and maintain these trainings throughout employment.

Must possess a valid driver's license.

Master's degree preferred.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

 

Develops fiscal year operating budget for the Department; tracks trends, analysis of historical data, and forecasts trends as part of the budget development process; advises Director in achieving budgetary control and resolving budget issues. 

Conducts reviews and analyses of operations and fiscal affairs, organizational structure, and responsibilities as it affects the efficiency and effectiveness of the department. 

Develops measurements of both qualitative and quantitative data; develops evaluation strategies using cost-benefit analysis, regression analysis, time series analysis, and other statistical methodologies to assess programs and services; develops flow charts to represent processes

Assists Project Manager with financial  tracking and reporting of capital program development and SPLOST-funded projects managed by the Department; develops regular reports that summarize expenditures, current encumbrances, and planned future liabilities for each improvement project.  

Develops and reports on department’s performance measurements, and data collection systems; develops procedures and flow charts to represent processes.

Prepares reports and presentations concerning departmental expenditure, revenue, grant, donation, and scholarship findings and develops associated charts, graphs, and spreadsheets for budget development. 

Coordinates all financial communications within the department and between other departments; provides administrative assistance to supervisor by composing and disseminating information to staff.

Manages software programs for public registrations and financial operations; serves as first point of contact in training staff and resolving related issues.

Assists staff in monitoring partner agencies for contract compliance, reports, and recordkeeping to ensure all written requirements are met and staff is able to report on performance issues.

Evaluates revenue from all fees and charges, grants, and donations; works with staff to recommend fee changes based on cost analysis and professional trends.   Audits financial operations of all department grants, gift shop sales, cash funds, and point-of-sale operations; recommends appropriate changes as need to ensure integrity of systems.

Reconciles and reports on daily cash and checks received across all Leisure Services locations. Deposits to the bank.

 

Monitors the department’s strategic planning process and recommends updates; participates in the ACCGov strategic planning process.


Provides staff training on fiscal operations and related policies and procedures.

 

Performs other related duties as required.
