PURPOSE OF CLASSIFICATION 

The purpose of this classification is to manage the operations, maintenance, usage and supervision of the county parks and recreation facilities, buildings, grounds, and trails. Requires advanced professional and supervisory work in planning, project management, budgeting, staffing, scheduling, coordinating, training and evaluating work of personnel and contractors. Involves working independently to support the mission and goals of the Department. The position reports to the Parks and Recreation Deputy Director. 


ESSENTIAL FUNCTIONS 

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Facilitates efficient daily operations of the county park system; plans, assigns and manages work assignments, oversees maintenance and improvements of the county park facilities, accounts for equipment and supplies, and ensures usage of maintenance management software system. Prepares budget priorities; projects expenditures and revenues, forecasts capital outlay, monitors all expenditures under current budget and recommends adjustments. Follows department fiscal policies and procurement processes. Responsible for the coordination and oversight of contracts and agreements; seeks and recommends contractors for maintenance and improvement projects, develops technical scope of work to assist with bid proposals, monitors and evaluates contractor performance to ensure quality control and compliance with agreements, notifies supervisor of any noncompliance by contractors to rectify situation. Supervises various skilled work functions and contracts associated with maintenance of general grounds and turf, park and recreation facilities and buildings, athletic fields and courts, general housekeeping tasks and other related areas, such as electrical, mechanical, plumbing, HVAC, irrigation and equipment repairs. Directs preventative maintenance tasks. Conducts routine inspections of park and recreational areas, recommends park projects and improvements, determines necessary resources needed, coordinates and prioritizes necessary work activities, tracks work in system and monitors work through completion. Establishes performance standards for facility maintenance work activities; works with maintenance supervisor to prioritize and develop workload planning and work schedules, prepares facilities for various events and activities. Supervises, directs, and evaluates full and part-time staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts regular training activities. Providesstaffsupport as needed during various work phases and ascertains needed materials, supplies and staffing levels within established budget parameters. Manages personnel coordinating usage of facilities by intradepartmental programs and outside associations, ensuring facilities prepared and supervised and users meet annual requirements of department agreements; negotiates, drafts, reviews and recommends agreements for various user groups and outside associations. Consults with assigned staff to review work requirements, status, and problems; assists with complex situations; provides direction, advice, and technical expertise; supports administrative decisions and department policies. Implements and coordinates the marketing of recreation programs, facilities, and services for the community; manages software system for registrations, programs, rentals and memberships. Meets with community service persons, special interest groups, citizens and other agencies to work on various park projects and/or reports/presents on coordination and progress of projects and/or maintenance programs. Responds to citizen inquires, requests and complaints regarding the park system; resolves difficult and sensitive concerns and suggests corrective actions. Monitors inventory levels of equipment, tools, supplies, and cleaning products; initiates orders for new or replacement materials; establishes materials, equipment and supplies standards. Prepares or completes various forms, correspondence, reports, purchase requisition, maintenance records, performance evaluations, training materials, and other documents. Assist with potential grant funding and documentation. Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, or resolve problems. Responds to after hour emergency and/or critical situations. Communicates via email, phone and/or two-way radio; provides information and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls in a timely manner. Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations. Assures proper and effective safety training and preserves Material Safety Data Sheets (M.S.D.S.) records. Keeps informed of current trends and technology in areas of responsibility and applies to assigned functional areas. Adheres to and ensures adherence to established safety procedures and county Safety Policies and Procedures; oversees utilization of safety equipment and monitors work environment to ensure safety of staff and other individuals. 


REQUIRED KNOWLEDGE • Philosophy, principles and techniques in managing the operations of a wide scope of community recreation facilities. • Thorough knowledge of parks facilities and grounds maintenance, as well as best practices and safety standards. • Understanding of methods and techniques used in management and oversight of contracts and agreements. • Principles of supervision, training, and personnel management; as well as park planning and project management. • Knowledge in fiscal management, budget development, administration, and relevant government processes. • Principles of first aid and CPR. 


REQUISITE SKILLS • Professional writing skills, proficient technical/computer abilities on various databases and programs. • Proven ability to effectively provide leadership to a work team, working work with a diversity of persons. • Able to prioritize and problem solve complex matters, manage time efficiently and exhibit flexibility. • Strong organizational and effective communication skills.

Oconee County, Georgia • Park Operations Manager Page 3 March 2025 MINIMUM QUALIFICATIONS Bachelor’s degree in parks and recreation, natural resource management, business administration or related field supplemented by six (6) to nine (9) years in a supervisory position with progressively responsible experience and knowledge of park maintenance, facility operations and project management or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license. Certified Playground Safety Inspector (CPSI) and Certified Parks and Recreation Professional (CPRP) credential preferred.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures. Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria. 


ADA COMPLIANCE Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances.
