JOB SUMMARY

This position is responsible for managing the department’s youth soccer and youth baseball

programs, the adult softball program as well as serving as the Aquatics Manager.

MAJOR DUTIES / ESSENTIAL FUNCTIONS

• Plans, develops, coordinates, promotes and supervises recreation sports programs,

leagues and tournaments for youth and adults.

• Manages all aquatic facilities and programs

• Schedules and supervises the work of all pool managers, lifeguards and aquatic related

personnel to ensure adequate coverage.

• Maintains aquatic facilities and ensures that water quality meets the state of Georgia

standards.

• Recruits and provides training for all aquatic employees.

• Manages various components of the registration process, sets registration dates and

works with the Executive Director and the Executive Assistant to ensure that all

pertinent information is made available to the public.

• Develops and distributes practice schedules, game schedules, tournament schedules

and reschedules games as needed.

• Provides information to the general public regarding recreation programs and assist

in the development of flyers and digital advertisement.

• Assist the Executive Director with the construction of the department’s annual budget 

and monitors the portion of the budget of which this position has oversight. 

• Represents the department at community events, civic organizations and professional 

meetings. 

• Maintains records and prepares reports for the programs in which this position has 

general oversight.

• Performs related duties as assigned by the Executive Director

KNOWLEDGE REQUIRED BY THE POSITION

• Knowledge of Aquatic Facilities maintenance principles. Must have or be able to 

acquire a AFO (Aquatic Facility Operator) or CPO (Certified Pool Operator) credential 

within 90 days of employment. 

• A basic knowledge of water safety and lifeguarding principles and practices.

• Knowledge of recreation programming management principles.

• A basic knowledge of budgetary processes and the ability to make recommendations 

regarding specific line items and be able to monitor the annual budget in the assigned 

area of oversight.

• Basic skills in advanced planning, problem solving, conflict resolution, interpersonal 

relations and a general knowledge of computers and technology. 

• A basic knowledge of the youth sports programs in which this position is assigned 

oversight. 

SUPERVISORY CONTROLS

The Executive Director assigns work in terms of general instructions. This position 

reports directly to the Executive Director. An annual performance evaluation will be 

performed by the Executive Director to ensure compliance with policies, procedures 

and the nature and propriety of the work performed by this position. 

GUIDELINES

Guidelines include OSHA regulations, professional standards, state of Georgia swimming 

pool regulations as well as Sumter County and SCPRD policies. These guidelines require 

judgement, selection and interpretation in application of all of the above guidelines.

COMPLEXITY / SCOPE OF WORK

 The work consists of varied management and supervisory duties. The variety of tasks 

to be managed contributes to the complexity of the work.

 The purpose of this position is to manage recreational sports programs and aquatic 

facilities and programs. Successful performance in this position contributes to the 

efficient and effective delivery of recreation services to the citizens of Sumter County,

Georgia. 

PHYSICAL DEMANDS / WORK ENVIRONMENT

 The work is typically performed while sitting at a desk or table or while standing or 

walking. The employee occasionally lifts objects of 50 lbs. or less, must be able to 

distinguish between shades of color and utilize their sense of smell.

 The work is typically performed in an office or outdoors around or on a ball field. The 

work is performed in both cold and hot weather at times and occasionally during 

inclement weather. The employee may be exposed to machinery with moving parts 

and irritating chemicals. Work requires the use of protective devices and equipment 

such as masks, goggles, gloves, etc. 

SUPERVISORY AND MANAGEMENT RESPONSIBILITIES

This position has direct supervision over both full-time and part-time employees as well as 

seasonal part-time employees.

MINIMUM QUALIFICATIONS

• Knowledge and level of competency associated with the completion of training in the 

field of work, in addition to the basic skills associated with a minimum of the 

completion of an Associates degree. 

• Experience sufficient to thoroughly understand the work of subordinate positions to 

be able to answer questions and resolve problems, usually associated with 3 – 5 years

of experience.

• Possession of or the ability to readily obtain a valid driver’s license issued by the state

of Georgia for the type of vehicle or equipment operated by the individual in this

position. A valid Georgia Driver’s License is required in this position at all times.

• Maintain membership in the Georgia Recreation and Park Association (paid by the

employer).

• A valid AFO or CPO certification is required and is to be maintained during 

employment.
