Department: Decatur Parks and Recreation

Work Hours: Monday – Friday, 9am – 6pm, however, these positions may work some nights, weekends, and operating holidays.

FSLA: Full Time - Exempt

Salary: Desired Salary Range ($50,856 - 52,125)
 

Position Summary:

This position is a supervisory position responsible for all operations of the recreation center and adjoining park. Work involves the developing, administering, and supervising a comprehensive center-based community recreation program and managing center staff.   

 The list of duties, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of a function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

 Additional Service Areas: 

  • Oakhurst Recreation Complex including recreation center, park property, Dog Park and McKoy Park.
  • Ebster Recreation Center and adjoining Ebster Park.   
  • Decatur Recreation Center and adjoining Scott Park - Manages the Scott Park Community Garden and coordinates garden workdays with garden members. Collaborate with Public Works and outside vendors to maintain the garden grounds. 

Responsibilities:

  • Conducts professional work responsible for planning, organizing, supervising, and evaluating recreational programming in order to provide diverse recreational and instructional opportunities for individuals of all ages. 
  • Contributes to a superior work culture through participation in training and mentoring to develop leadership, management, and technical skills in self and all employees.
  • Takes responsibility for continually improving community and stakeholder satisfaction with the program and implement changes and improvements when necessary.
  • Select, supervise, train, and evaluate assigned full-time and part-time staff. 
  • Providing feedback to correct staff behavior, goal setting, adherence to deadlines, and developing and ensuring staff training programs.
  • Demonstrates effective performance by successfully organizing and managing multiple assignments, projects, and priorities to ensure the fulfillment of projects, tasks, and responsibilities with established deadlines.
  • Provides responsive and timely feedback on the status and progress of work activities, department, and city goals to staff and Center Operations Manager.
  • Assists in preparing, monitoring, and managing the annual budget to ensure the efficient and effective operation of the services area. Regularly review and report program and facility budgets to ensure expenditures and revenue align with the department’s priorities and budget forecasts. 
  • Regularly update performance measure and provide monthly center updates to the Center Operation Manager. 
  • Follows all established safety rules and departmental policies, and procedures and carries out oral and written instructions with minimal supervision. 
  • Resolves the patrons’ concerns, conflicts, and problems, ensuring that services are provided professionally and safely. 
  • Assess potential safety hazards at sites, reports damaged or unsafe equipment, and takes mitigate risk factors.
  • Reviews and logs all incident and accident reports daily. Provides follow-up to staff and families promptly. 
  • Documents and reports facility issues and areas of concern, submit proper work orders and follow through to ensure completion of work order requests. 
  • Ensures the development, planning, organization, implementation, and evaluation of a variety of community services and recreation programs, including special events and contract services that meet quality and financial goals. 
  • Responsible for securing contracted instructors to offer programs and activities that meet the established recreation program plan. 
  • Establish schedules and methods for providing recreation services; identify resource needs; review needs with appropriate management staff; allocated resources accordingly. 
  • Oversees building security and responds to all center emergencies; ensures patron and staff safety. 
  • Plans, organizes, develops, supervises, and coordinates the implementation of recreational programs and services for a specific community area. 
  • Communicates concerns and other potential issues with Center Operations Manager. 
  • Collaborate with Communications and Marketing Coordinator to prepare event and recreation publications and disseminate to various departments and key stakeholders. 
  • Establishes effective relationships and confers with community members, schools, advisory groups, and commercial concerns to coordinate, evaluate and formalize program proposals.        
  • Responsible for the staff payroll.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the recreation field; incorporate new developments as appropriate into programs. 
  • Participate in the development of goals and objectives as well as recommending policies and procedures changes. 
  • Participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
  • Oversees building security and responds to all center emergencies; ensures patron and staff safety.
  • Maintain and design the online recreation registration programs and center rentals; process reservation requests. 
  • Prepare purchase requisitions, order supplies, and materials.
  • Manages the coordination of facility use: schedules facility rentals; prepares for scheduled events; sets up meeting rooms and sports courts; collects related fees; maintains related documentations. 
  • Supervises recreation and fitness programs and activities: plans and implements recreational programs, educational classes, outdoor programs, etc. 
  • Maintains inventory of equipment and supplies. 
  • Establishes and maintains facility use controls including rentals, programs, etc.

Minimum Qualifications:

Education and Experience:

  • Bachelor’s Degree in Recreation, Sports Management or related field.  
  • Three (3) years of experience in the recreation and/or sports management, with management and government (local, state, or federal) experience: or equivalent combination of training and experience, which provides the required skills, knowledge, and abilities.  

Certificates, Licenses, Registrations:

  • Certified Parks and Recreation Professional or the ability to obtain within six months is preferred.
  • Possess a valid Georgia Driver’s license (class C) and a satisfactory Motor Vehicle Report (MVR).
  • CPR and First Aid certifications or obtain within three months are preferred.

Physical Requirements/Environmental Conditions:

  • Must be able to sit, walk, and stand for long periods.
  • Can lift and carry heavy objects (10-50 lbs.) sit, bend, squat, and twist daily; must be able to physically operate city vehicle.
  • Have the ability to sit for long periods using office equipment and computers.
  • Have the ability to walk and stand outdoors (playgrounds and parks) setting including the pool while in extreme heat and cold for up to 8 hours daily.
  • Have a personal vehicle to drive for daily business on a mileage reimbursement basis.
  • Must deal with constant interruptions, noise, and meet with others on a regularly.
  • The employee may be exposed to a variety of extreme weather conditions. Ability to sit, stand, walk, bend, lift, climb, and perform repetitive motions on a daily.
  • Ability to operate computer software, including word processing software; calculator; copy and fax machine; phone; mobile or portable radio.
