Recreation Manager

The purpose of this classification is to assist the Assistant Director and Director in planning, organizing activities, and promoting Departmental programs.   Including administrative tasks to oversee the operations and ensure the safety of all individuals utilizing Douglas County Parks and Recreation facilities.  Enforces park rules and provides recommendations for updates or changes to existing procedures in the interest of safety.  The incumbent performs general administrative and supervisory tasks including budget management, balancing funds, preparing reports, and supervising and evaluating personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to:

  • Supervising, directing, and evaluating assigned staff; processing employee concerns and problems; directing work, counseling and disciplining staff; completing employee performance appraisals
  • Assisting with managing and directing, either personally or through subordinate supervisors, daily departmental activities; assigning projects and establishing project schedules and deadlines
  • Monitoring and evaluating all departmental programs and activities; monitoring the daily operations of each division or section
  • Planning work operations to achieve program goals in each division or section
  • Performing periodic inspections of all facilities; monitoring minor construction or renovation projects
  • Coordinating the planning efforts among subordinate division or section superintendents
  • Assisting with preparation of long-range management and equipment purchase and replacement plans; preparing, reviewing, and coordinating special programs and project development
  • Establishing goals and objectives for employees; implementing departmental policies and standard operating procedures
  • Assisting in the preparation of the department’s annual budget and submitting same for approval
  • Coordinating budget requests from subordinate coordinators and other staff; approving or disapproving requests based on justification; monitoring departmental revenue accounts
  • Coordinating accreditation efforts and/or award nominations for the department
  • Serving as liaison between the Parks and Recreation department, civic organizations, and outside agencies in the coordination of services for the community
  • Receiving a variety of correspondence, advertisements, reports, forms, invoices, requisitions, work orders, and related documents; reviewing, approving, and/or submitting same to appropriate personnel; maintaining related files
  • Conducting staff and Departmental meetings; promoting team building; developing action plans; delegating tasks and assignments; monitoring adherence to personnel policies
  • Conducting or supervising hiring interviews, monitoring the hiring process, and making hiring recommendations to the Department Director
  • Attending various meetings and conferences as representative of the Department
  • Approving travel expenses, training expenses, and/or related requisitions
  • Responding to questions, complaints and requests for information from the general public, elected officials, employees, and other individuals, educating and informing citizens
  • Performing other duties as assigned

QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:


  • Bachelor's degree or higher from an accredited college or university with major field of study in a related discipline
  • Preferred - degree in Recreation, Sports Management, or Physical Education
  • Seven years professional related work experience in organized recreational programs or services
  • Minimum five years of which were performed in a supervisory or administrative capacity
  • Demonstrated budgetary and fiscal management
  • Preferred – demonstrated emphasis in Public Administration
  • An equivalent combination of education and experience may be considered


ELIGIBILITY REQUIREMENTS:


  • Minimum 21 years of age
  • Ability and willingness to drive a county vehicle
  • Must meet all eligibility requirements established by the Board of Commissioners
  • Must be willing to submit to random drug and alcohol screening as directed

CERTIFICATES, LICENSES, REGISTRATIONS:


  • Possess and maintain a valid Georgia Driver's License (Class C) and a satisfactory motor vehicle record (MVR)
  • American Red Cross CPR/First Aid/AED certified, or certification within six months of employment
  • Other duty-specific certifications may be required during employment to satisfy specific assigned duties and responsibilities


KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, and materials as they relate to assignment
  • Knowledge of or ability to learn applicable state, federal, state, and local codes and ordinances, laws, rules, and regulations as they relate to assignment
  • Knowledge of administrative principles and practices; employee supervision; payroll; purchasing
  • Knowledge of business English, spelling, and grammar
  • Knowledge of mathematical computations: addition, subtraction, multiplication, and division using whole numbers, common fractions and decimals; compute rate, ratio, and percent; ability to perform specific computations that are applicable to the job such as discounts, interest, proportions, et cetera
  • Knowledge of parks, facilities, and athletic field characteristics, maintenance, operation, and regulations
  • Knowledge of modern office practices, methods, and equipment
  • Knowledge of specialized software, machinery, materials, terminology, and/or forms essential to the assignment
  • Knowledge of the theory and practical development, organization, maintenance, and administration of a comprehensive community parks and recreation program, it’s facilities, activities, participants, and staff
  • Knowledge of professional childcare supervisory methods and practices
  • Knowledge of program development and administration
  • Knowledge of program participants’ interests, abilities, and behavior
  • Skill in analytical thinking; ability to apply a wide range of abstract and concrete concepts to problems and issues
  • Skill in creating, maintaining, and organizing accurate, detailed, and complete records in accordance with standard record-keeping procedures
  • Skill in effective inter-personal and public relations and customer service; excellent oral and written communication skills to satisfactorily resolve conflicts and issues, and to explain established policies and procedures to employees and the general public
  • Skill in exercising discretion in determining data classification and in referencing such analysis, to establish standards for the purpose of recognizing actual or probable interactive effects and relationships
  • Skill in handling and operating all assigned equipment, tools, and/or vehicles in a safe and proficient manner
  • Skill in performing tasks which require attention to detail, and completing assigned jobs efficiently and correctly

  • Ability to handle confidential information professionally and to exercise discretion in performing assigned job duties; inability to maintain confidentiality will be grounds for dismissal
